“Below Normal” Is Not the Same as Safe: Reading the 2026 Hurricane Season From the Cockpit

Every cruiser who has spent a season south of Cape Hatteras knows the feeling. The forecast comes out in May, somebody at the marina reads the headline number out loud, and half the dock relaxes.

Don’t.

Here’s what NOAA actually said about 2026, what’s driving it, and — more to the point — what it should and should not change about your plans between now and November 30.


The Numbers

NOAA announced the 2026 Atlantic outlook on May 21 from its Aircraft Operations Center in Lakeland, Florida. The call: below-normal.

Specifically, the Climate Prediction Center put it at a 55% chance of a below-normal season, 35% near-normal, and just 10% above-normal — with 70% confidence in the ranges.

The forecast numbers:

  • 8 to 14 named storms (39 mph sustained or stronger)
  • 3 to 6 hurricanes (74 mph or stronger)
  • 1 to 3 major hurricanes (111 mph or stronger — Category 3, 4 or 5)

For comparison, an average Atlantic season runs 14 named storms, 7 hurricanes and 3 majors. So the top of NOAA’s range is roughly an average year and the bottom is a genuinely quiet one.

The season runs June 1 through November 30, with the historical peak stretching from mid-September into October.


Why Forecasters Are Calling It Down

The short version: shear.

Seasonal models have been pointing at a strong El Niño pattern for 2026, and El Niño years typically drive well above-normal vertical wind shear across the tropical Atlantic. Shear is the enemy of an organizing storm — it tears the top off a developing system before it can stack up and spin.

Warm water builds hurricanes. Shear takes them apart. This year the shear is expected to win more arguments than usual.

Worth noting: NOAA’s outlooks for the eastern and central Pacific basins went the other way. Both are anticipated to be active. If you’re cruising Mexico, Central America or Hawaii, your season looks nothing like the Atlantic picture.


The Part That Should Actually Drive Your Planning

Here’s the trap in a below-normal forecast, and it’s worth saying plainly.

A seasonal outlook is not a landfall forecast. It tells you roughly how many storms the basin will produce. It tells you nothing about where any of them go.

Last year makes the point. The 2025 Atlantic season produced 13 named storms — right in the middle of an unremarkable range — with 5 hurricanes and 4 majors. And it included Hurricane Melissa, a Category 5 that came ashore in southwestern Jamaica on October 28.

A quiet season with your name on one storm is not a quiet season.

For a cruiser, the operational math never changes with the seasonal number:

  • Your insurance box dates don’t move because the forecast is friendly.
  • Your hurricane hole still needs to be scouted, and you still need to know how long it takes to get there from wherever you’re anchored.
  • Your ground tackle, chafe gear and haul-out reservation are the same either way.
  • The window from mid-September through October is still the window.

Below-normal changes the odds. It does not change the plan.


What’s New This Season That’s Worth Knowing

A few real improvements landed for 2026, and cruisers should know they exist.

The forecast cone changed. The National Hurricane Center’s cone graphic now also depicts inland tropical storm and hurricane watches and warnings. If you’re planning an inland haul or staging up a river, that’s directly useful — the cone used to stop telling you things right when you got off the coast.

Intensity forecasting got better. Scientists at CIMAS and NOAA’s Atlantic Oceanographic and Meteorological Laboratory found that feeding small drone data into NOAA’s Hurricane Analysis and Forecast System improves intensity forecast accuracy by about 10%. AOML is also using machine learning to quality-control tail Doppler radar data off the Hurricane Hunter aircraft, pulling in more than 25% more meteorological data than the old method.

Track forecasting has been good for years. Intensity has been the weak link. Ten percent is a real number.

Flood mapping is expanding. NOAA’s high-resolution Flood Inundation Mapping currently covers about 60% of the U.S. population and expands to nearly 100% by late September 2026. If your boat winters anywhere near a river system, that’s a tool worth learning before you need it.


The Dates to Put on the Nav Station Calendar

Early August — NOAA updates the Atlantic seasonal outlook ahead of the peak. This is the one that matters most, because by then the season has actually shown its hand.

August 5 — Colorado State University issues its updated forecast. CSU has been running these since Dr. William Gray started them decades ago, and the CSU and NOAA numbers together give you a better read than either alone.

Mid-September through October — peak. Plan to be where you intend to be well before this, not during it.

For real-time work, the NHC’s 2-day and 7-day tropical weather outlooks are the daily read. NOAA’s National Storm Surge Risk Maps are worth an hour of your time right now if you haven’t looked at your intended hurricane hole on one.


The Insider Read

Below-normal is good news. Take it.

Then plan exactly as if it were an average year, because the only forecast that has ever mattered to a boat on a mooring is the one for the storm that finds it.

Get your gear sorted in July. Confirm your haul-out. Know your route to shelter and how many hours it takes at your actual cruising speed, not your optimistic one. And check the early-August update before you commit to anything you can’t undo.
